3,668cr road works in div to be executed in 18 months
Anjaya Anparthi | TNN | Dec 24, 2018, 03:43 ISTNagpur: In a first of its kind development, the state’s public works department (PWD), under Hybrid Annuity Model (HAM) which is the pet project of National Highways Authority of India (NHAI), has decided to execute road works of Rs3,668.51 crore within a span of just 18 months. The road works, with a length of around 1,200km, have been divided into 22 packages with one to four roads in one package.
PWD Nagpur Circle, headed by chief engineer Ulhas Debadwar, has kicked off works of 11 packages worth Rs1,841.22 crore in three districts, Chandrapur (5), Wardha (4) and Bhandara (2), by issuing work orders to private companies. Letter of intent (LOI) has been issued to private companies for remaining 11 packages of works worth Rs1,827.29 crore.
Two packages will be executed in Nagpur district followed by three in Gadchiroli, two in Gondia, three in Chandrapur and one in Wardha district.
Of two packages of Nagpur district, one comprises two roads of the city — North Ambazari Road from Jhansi Rani square to Ambazari lake T-point and road from Ambazari lake to University Campus square on Amravati Road. These roads will be concretized under the HAM project.
Remaining roads in the same package are road from Patansaongi to Fetri to Hingna and Narkhed to Zilpa to Saoner to Parsheoni road.
Another package comprises road from Hingna to Kanholibara chowk and Panchgaon to Kuhi to Ambhora road.
One package of Wardha district comprises one road of the city — CRPF Gate, Hingna to Ghorad in Seloo tehsil. This package also comprises 500 meter stretch of Hingna village.
Chandrapur district has got highest number of eight packages under the project.
Nagpur district will get two more packages soon and will comprise roads of Ramtek tehsil. Thus, total number of packages will increase to 24 and also cost of the works.
Under the HAM project, the private companies, which will get the contract to construct the road, have to maintain the roads for 10 years. The companies will get 40% of total payment after completion of the works and remaining 60% in equal instalments in 10 years.
Bhoomipuja of the project in the division is still awaited which is likely to be done before the announcement of 2019 Lok Sabha elections’s schedule.

*PWD use to execute road works in two systems — toll tax in which contractor was supposed to execute works with its own money and recover from toll collection and another one — government-funded works in which contractor used to get total payment after completion of works
*State government is facing financial crisis. Therefore, the government has adopted the model from NHAI in which roads on large scale can be constructed within 18 months and payment to be released in 10 years
*Another major advantage of the model is that the contractor has to maintain the road for 10 years. Otherwise, defect liability period is for only three years
