Security forces to enhance level of coordination to tackle insurgents along the Assam- Arunachal border

GUWAHATI: Security forces in three districts of Arunachal Pradesh and border districts of Assam have agreed to enhance level of cooperation to tackle insurgentsalong he Assam- Arunachal Pradesh border

The security personnel, including army officials, will sit for regular coordination meeting as part of the strategy devised by Union ministry of Home Affairs (MHA).

Militants after strikes in Assam escape to Tirap, Changlang and Longding (TCL) districts in Arunachal Pradesh and from there move to their hideouts in Myanmar. These districts shares border with Assam.

Pallab Bhattacharyya, Director General of police (in charge of Special Branch), told ET: “On December 15, we had a meeting where Superintendent of police of the bordering districts from both sides participated. The meeting was attended by General officer commanding (GOC) second mountain division. All the stakeholder coming together will share information pertaining to the movement of militants.”

He added that Assam police have been long for long willing to set up such mechanism.

These places are used by Anti-talk ULFA militants and Khaplang faction of NSCN.

Bhattacharyya added that the meeting will be a regular affair and mean greater synergy among security forces.

There is spurt in abduction cases and demand of ransom by militant outfit in Upper Assam.

Assam police has found that banned militant outfit, Anti-talk faction of ULFA, is using the public sentiment against the Citizenship (Amendment) bill 2016 to bolster its cadre strength.

The Citizenship (Amendment) bill 2016, aimed at making minority communities such as Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan eligible for applying for Indian citizenship, is under the consideration of Joint parliamentary committee of both the Houses.

Anti-talk ULFA, which is also known as ULFA (Independent), has over the years suffered reverses and its organisational strength has been depleting.

However, in recent times the outfit is witnessing a rise in cadres and has been orchestrating violent incidents.

The home ministry in its year ender review stated that the security scenario in the North East is constantly improving. Last year recorded the lowest insurgency incidents and casualties among the civilians and security forces in two decades since 1997. While there is almost no insurgency left in Tripura and Mizoram, there has been a marked improvement in security situation in other States of the region.

In the last four years since 2014, there has been 63% reduction in insurgency incidents in the region. Similarly, there is huge reduction of 83% in civilian deaths and 40% in Security Force (Security force) casualties in 2017, compared to 2014.
