Arun Jaitley said while launching the
NITI Aayog's Strategy for
New India @ 75.
The finance minister said that the present model of economic development aims to allow the private sector to grow, achieve faster growth and higher utilisation of resources.
The NITI Aayog document talks about creation of a 'development state' that emphasises delivery of key public goods and
services.
"We need a ‘development state’ that focuses sharply on the difficult and accountable delivery of key public goods and services. There is an ongoing effort to achieve an optimum level of public-private partnership. Policies have been put in place for more efficient delivery of public goods and services such as health, education, power, urban water supply and connectivity. In this context, a deliberate effort is being made to cut red tape and end burdensome overregulation for promoting entrepreneurship and private investment," the document states.
The strategy paper aims at increasing India's tax-to-GDP to 22 per cent and accelerate India's GDP growth to 8 per cent.
It is divided into four sections - drivers,
infrastructure, inclusion and governance.
The first section focuses on "engines of economic performance" while the section on infrastructure deals with "physical foundations of growth". The section on inclusion deals with the "urgent task of investing in the capabilities of all of India’s citizens". The last section on governance "delves deep into how the tasks/business of government can be streamlined and reformed to achieve better outcomes".
