THIRUVANANTHAPURAM: Chief minister Pinarayi Vijayan said special recruitment can be made to ensure reservation in Kerala Administrative Service (KAS). He said when the rules were framed, two kinds of recruitment process were finalized for the three streams in KAS.
Direct recruitment was chosen for steam one, with shifting of posts in the other two streams. In the direct recruitment process, reservation policy is maintained. There is concern over reservation during recruitment in the other two streams.
Hence, government has decided to go for special recruitment to ensure reservation in these categories. The SC and ST commission and minority commission had urged the government to ensure reservation in all three streams to ensure social justice. When government had sought legal opinion from the advocate general, it was reported that there was no need to adopt a reservation policy in the two streams.
Since LDF government wants to ensure social justice in employment, it has chosen special recruitment to ensure reservation. If there are shortage of candidates from minority, SC/ST categories then, the government will go for special recruitment, said Vijayan.
While presenting this issue before the House, IUML's TA Ahmed Kabeer urged the chief minister to leave the recruitment process fully to the public service commission. He asked Vijayan to disown the report submitted by the advocate general. He said the report does not ensure social justice and government should reject it.
