Beneficiaries told to approach local body secretaries to submit applications

The flood-hit people in Ernakulam who have complaints about the Rebuild Kerala survey can submit their appeals till November 20.

District Collector K. Mohammed Y. Safirulla said here on Thursday that those who had not figured in the list of those eligible for receiving government assistance should approach the secretaries of local bodies concerned and submit applications. Special forms are available for the purpose. A decision on the applications will be taken after inspections by assistant executive engineers deployed as part of the survey.

Each local body will submit a technical report to the district-level appeal committee after a visit of the flood-hit homes by its officials. A final decision on extension of assistance will be taken by the District Collector. The district administration will also ensure that ineligible persons do not find place in the list. Houses that suffered more than 75% damage will be included in the list of ‘completely damaged homes’. There are 3,003 families whose houses suffered more than 75% damage. The government will provide ₹4 lakh each for the construction of new houses.

The first instalment will be ₹95,100. Half of the remaining amount will be released once 25% of the construction work is completed. The rest will be granted after 75% of the construction is over. The district administration will offer assistance only to those families who submit a written agreement that it will be used only for constructing homes.

The beneficiaries should submit copies of five documents, including tax receipt, Aadhar card, ration card, bank passbook, and mobile number to receive the fund. The first instalment will be released after examination of the documents. The district administration will take initiative to construct houses for those who are not confident enough to undertake it on a personal basis.

It will offer help in drawing plans and issuing no-objection certificate, besides sourcing materials at low rates and providing labourers. Help desks will be set up at block and municipality levels. The objective of the government is to provide safe living to the flood-hit population.

As many as 12 plans under the State government’s LIFE Mission will be available for the construction of houses, which are spread over 420 sq ft each. Engineers of the Indian Institute of Architects will offer housing plans. Students of engineering colleges located in the affected regions will monitor the construction work.
