Australia's most senior Sunni Muslim cleric has blamed the federal government for Melbourne's Bourke Street terrorist attack and accused cabinet ministers of encouraging more terrorism.
Grand Mufti Ibrahim Abu Mohamed said Somali immigrant Hassan Khalif Shire Ali's Friday afternoon knife rampage was a reflection on Australia's security agencies.
He called on Home Affairs Minister Peter Dutton to 'open an investigation in his department' after Italian-born cafe owner Sisto Malaspina was stabbed to death in a terrorist attack that also injured two other men.

'I'd like to remind him that security agencies failed to do their job; the offender's passport had been cancelled and he was being monitored,' Dr Mohamed, who doesn't speak English, told SBS radio's Arabic 24 station late on Tuesday.
Dr Mohamed, who only speaks Arabic, has joined the Hume Islamic Youth Centre's spiritual leader Mohammed Sheikh Mohammed Omran in blaming police and security agencies for Melbourne's city centre terrorist attack.
Hassan Khalif Shire Ali, the 30-year-old terrorist who police shot dead after he had crashed a Holden Rodeo ute filled with gas cylinders, had attended Sheikh Omran's mosque at Coolaroo, in Melbourne's north.
It is run by the hardline Salafist Ahlus Sunnah Wal Jamaah Association, which preaches a fundamentalist, seventh-century version of Islam.

Prime Minister Scott Morrison visited the Pellegrini's Expresso Bar on Bourke Street on Tuesday and used the occasion to call on Muslim leaders to weed out extremists from their mosques.
Dr Mohamed said such comment had the potential to 'plant seeds of extremism'.
'Linking crime to religion is what frustrates us the most and the duty of politicians is to defuse conflicts rather than inflame them,' he said.

At an Iftar dinner in Melbourne last year, to commemorate the holy Islamic month of Ramadan, Dr Mohamed jokingly called for dinner guests to 'make jihad'.
His English translator, Adel Salman, explained the Grand Mufti's humour at that Sunday night charity event, in inner-city Brunswick, organised by the Islamic Council of Victoria.
'He did make a joke at the expense of all of us and he asked you all to make jihad,' he said in June 2017.
'For the record: Muslims condemn all terrorist incidents that have happened, that are about to happen and they may never happen.’
