Meeting to be held twice a week with political parties to ensure adherence

In compliance with the instructions of the Election Commission of India, there would be continuous vigilance on the model code of conduct till the polling got over, said Collector N. Satyanarayana to the representatives of different political parties at a meeting here on Monday.

The Collector also said that such meetings would be held twice a week and special teams and flying squads will also be constituted in each constituency to monitor the implementation of MCC.

Training camps are already being conducted on MCC for political leaders, which has to be passed on to the booth-level agents, he added.

Dos and Don’ts

The leaders must desist from landing personal attacks on individuals and provoking communal passions and sentiments.

Distribution of money and threatening people for votes would be dealt with strictly, he said, and added that without prior permission open lands and buildings should not be used for meetings or election campaigning.

The Collector said purchasing and storing liquor in bulk and its transportation from other States has been prohibited. There was a full vigilance on liquor.

Hoardings would be allowed only at places for which prior permission has been taken. Printers and publishers should give their details, price for printing of pamphlets, leaflets and other election material, he added.

‘Submit plan’

Mr. Satyanarayana said that contestants need to open bank accounts on their party names and submit the plan of expenditures. Election expenditure would be calculated ever since the candidate files the nomination. Contestants must maintain three registers – for day-to-day expenditure, cash and bank account registers.

Expenditure audit

If the expenditure crosses ₹20,000 account payee cheques must be used.

Expenditure observer will audit the election expenditure of contestants three times and if the details were not submitted they would not be allowed to campaign.

Nominees were required to submit all details of expenditure in a specific format within 30 days after polling, said the Collector.

Joint Collector P. Yadi Reddy and Superintendent of Police N. Swetha were also present.
