The notorious Russell Street bomber has declared he has 'no allegiance or loyalty' to Australia and asked to be deported to the United Kingdom as he begs to be released from jail early.
Craig Minogue, now 56, was convicted for the 1986 bombing of the Russell Street Police Headquarters in Melbourne and was sentenced to life in prison with a non-parole period of 30 years.
The March 27 bombing injured 21 people and killed police Constable Angela Taylor, who was engulfed in fire.
Minogue was jailed for life in 1988, with a non-parole period of 28 years, for murdering policewoman Angela Taylor in the deadly car blast.
This week Minogue, whose 28-year non-parole period expired in September 2016, will launch a bid to the High Court to challenge a legislative where police killers will be denied parole under laws by the Victorian government.
The Age obtained recordings of Minogue saying he has 'done more than anyone in the history of Australia to rehabilitate myself'.
'I went from being a functionally illiterate criminal outsider to a person with a research PhD in ethics and human and social services,' he said.

He has repeatedly called on Home Affairs Minister Peter Dutton to denounce is Australian citizenship, claiming he has 'never felt any affinity' with Australia and has an 'inalienable right' to be registered as a British citizen.
He denies his bid for deportation is a stunt, tweeting on October 19: 'I hope Peter Dutton relieves me of the burden of Australian Citizenship'.
The Home Affairs Department is requesting proof of Minogue's British citizenship - which he claims he become on January 1, 1983, by descent at birth - before renouncing his approving his renunciation.
'I inherited UK citizenship by the circumstances of my birth & I am a dual Aust /UK citizen, just as Fiona Nash & members of the Federal Parliament were. Peter Dutton is considering my application to renounce Aust. Citizenship so my deportation is an option,' he tweeted on October 10.

A spokeswoman for the British High Commission in Canberra told the publication that she could not comment on specific cases.
She said the Home Office in London was responsible for all UK immigration and citizenship matters.

'The plaintiff was no sentenced on that basis,' the judge said at the time.
'The offence committed was indiscriminate and no particular person or class of persons was targeted.'
Minogue is expected to file a writ to the High Court against the laws which are 'effectively seeking to re-sentence me'.
