Officers believe the fire was caused by a battery malfunction and dubbed the incident as 'tragic and awful'.
The entire mobility scooter was quickly engulfed in flames shortly after the blaze was triggered.
Multiple members of the public called emergency services who witnessed the man crying for help but couldn't assist due to the flames.
Sergeant Jeremy Ashworth-Preece told the ABC that although members of the public wanted to help, they were unable to because of the flames.
'The male person was on the mobility scooter and was distressed,' he said.
Sergeant Ashworth-Preece said in his almost 40 years of policing, he'd never seen anything like it.
'I've been a police officer both in the UK and here for 36 years and I've never encountered anything as unusual as this,' he said.
Paramedics and fire crews rushed to the scene but the 63-year-old man had already passed away by the time they arrived.

An engineer is expected to inspect the scooter, which was mostly destroyed in the horrific incident.
A report is being prepared for the coroner, but the incident is not being treated as suspicious.
Police say witnesses and emergency services were extremely distressed by what they saw and will be offering counselling to those who need it.
'We will hopefully determine the cause of the incident and try and prevent something as tragic and awful as this from happening again,' Sergeant Ashworth-Preece said.
