MOSCOW—A blast at a college in Crimea killed 10 people and injured at least 50 on Wednesday, prompting an antiterrorism investigation, officials said.

The deputy head of Russia’s national guard troops confirmed the incident was being considered a terrorist attack.

Presidential spokesman Dmitry Peskov said President Vladimir Putin ordered agencies, including Federal Security Services, to take urgent measures.

Russia in 2014 annexed the Black Sea peninsula of Crimea from Ukraine.
