Suspense continues whether the caretaker government in Telangana will get a go ahead to disburse the second instalment of cheques under Rythu Bandhu scheme after the Election Commission refused permission for distribution of sarees for the ensuing ‘Bathukamma’ festival.
In the light of representation given by the opposition parties against distribution of the sarees and Rythu Bandhu cheques, the EC communicated its decision on Bathukamma sarees on Wednesday. But apparently the ruling party is not too perturbed about the EC decision on Rythu Bandhu cheques. Opposition parties raised serious objections that monetary benefits to individual and communities or an area could not be extended under the pretext of existing schemes. While pensions that were disbursed every month could be an exception, rest of schemes like Rythu Bandhu where State government proposed to give second instalment of ₹4,000 an acre under the investment assistance scheme for the ensuing Rabi season should not be allowed when code of conduct was in force. The caretaker government, however, advanced the schedule for disbursement of cheques in the next two weeks. Sources said that the cheques were being printed and the process was on. An amount of ₹ 5,200 crore was set aside for the purpose. The Congress, TDP and other Opposition parties leaders represented to the EC that disbursing cash or cheques when elections would take place shortly could influence voters towards the ruling party. However, ruling party sources say that it is an ongoing scheme and government should have no problem with cheque disbursement. If the EC puts it on hold, then the Opposition parties have to face the ire of farmers for obstructing their payments.
A source said that if the Rythu Bandhu faces restrictions under poll code, ruling party members will certainly instigate beneficiaries against the Opposition parties. It is a dicey situation for the Opposition either way. Congress, TDP, TJS and other parties also complained against display of pictures of Chief Minister K. Chandrasekhar Rao, Ministers in various portals and bill boards, laying of foundations for development works or inauguration of completed projects by the caretaker Ministers in violation of poll code.
