KABUL—A suicide bomber killed at least 13 other people in an attack on an election rally in Afghanistan on Tuesday, local officials said, highlighting security challenges ahead of parliamentary elections later this month.

At least 30 people were wounded in the attack in the eastern province of Nangarhar, according to local officials. Several of the wounded are in critical condition, said Attaullah Khogyani, a spokesman for the provincial governor.
