4,400 CCTVs installed in city, police inform Delhi HC

NEW DELHI: The Delhi Police has informed the high court that it has installed around 4,400 CCTV cameras at vulnerable areas of the city to ensure safety and security of women.

In an affidavit filed in HC, the police made the claim in response to the court directions on a PIL it was hearing since March, where lawyers complained about an incident where “urine and semen-filled” balloons were allegedly hurled at some women in and around North Campus.

The petitioner lawyers have sought formulation of guidelines to ensure safety of women during Holi and New Year. The affidavit was filed before a bench of Chief Justice Rajendra Menon and Justice VK Rao that is expected to take up the matter later this month.

HC had on May 16 directed the police to indicate the status regarding installation of close circuit television (CCTV) cameras in the city. Referring to the specific incident, however, the police maintained that when it inquired further into the alleged incident in the campus area, the “complainant did not cooperate” and hence, the case was marked “untraced”.

With regard to the alleged throwing of a “semen-filled balloon”, police said the Forensic Science Laboratory (FSL) too, did not find any trace of semen on the complainant’s clothes. Immediately, after the complaint, the police claimed to have arrested one person in March, but he was released on bail and a chargesheet is yet to be filed in the matter.

The petitioners, in their plea, have also sought setting up of women police control rooms (PCRs), increase in the number of women police booths and an anonymous drop box for written complaints, claiming that complainants are often bullied and harassed.
