Unemployment dole: Aadhaar holds key for implementation of scheme

Over 50,000 candidates apply even before its launch tomorrow

Two days before the official launch of the Mukhyamantri Yuvanestam scheme providing monthly dole of ₹1,000 to every eligible unemployed graduate, the website (yuvanestam.ap.gov.in) and mobile application, platforms for registration, are already being flocked by aspirants.

While the scheme’s official launch is slated for Friday, as of Wednesday evening 51,000 persons have applied. The number is going up by the hour but there is a catch. Only 9,500 applications have been verified and over 3,000 grievance requests raised.

The entire scheme apparently depends on the databases of the Aadhaar and the State’s Praja Sadhikara Survey (PSS, or Smart Pulse Survey) built on the former making the Aadhaar numbers hold the key for the government and the applicants and verify the eligibility of the candidate respectively. The verification of the candidate’s employment status is key to the scheme to avoid fake beneficiaries.

While details of residential address, immovable property owned by family, four wheeler ownership by any member, government employees, subsidies and pensions availed by the candidate and ration card are drawn from the PSS database, other important details like mobile number, bank account, employee provident fund and biometrics are drawn from the Aadhaar and other seeded platforms. All, with an input of candidate’s valid Aadhaar number and One-Time Password are sent to the Aadhaar-linked mobile number.

In addition, the scheme needs every applicant who is supposed to have an educational qualification of under graduation or above to seed the certificate number with the Aadhaar by visiting the college or university, or by raising a grievance on the online platforms.

The educational institutions are also given access to the website to verify the details provided by the applicant and approve linking of his or her certificates details to the Aadhaar number.

Most of the grievances raised by the applicants are regarding the denial of the scheme citing lack of necessary education qualification. The applicants are being guided to raise a grievance or visit their colleges to fill the gap.

The Android mobile application has been downloaded by more than 5,000 users in a short span of time. The eligible candidates will be provided with the dole starting from October 2.
