Prohibitory orders have been imposed under Section 144 of the CrPC by the Ramanathapuram District Administration ahead of death anniversary of Dalit leader Immanuel Sekaran on September 11. The order, passed by Collector K Veera Raghava Rao, remains in effect from September 9 to October 31.

The administration has enforced ban on entry of hired vehicles, which could transport volunteers participating in these events, for the peaceful passing of the death anniversary of the Dalit leader. The entry of hired vehicles would be prevented from September 9 till 15 at Sekaran’s memorial in Paramakudi.
Besides hired vehicles, including tourist vehicles, even two-wheelers would be denied entry during this period. Private vehicle drivers must carry original driving license and other related documents. Moreover, carrying torch (Jyothi) is also prohibited except within one kilometre of the venue.
To regulate the movement of the vehicles during these events, a coordination meeting was conducted on August 29 and leaders of the community were sensitised about the problems. They reportedly agreed to cooperate with the administration and not to engage hired vehicles for the event.
Instructions would also be applicable for organisers of Guru Pooja and Thevar Jayanthi, which is scheduled to be held at Pasumpon in Ramanathapuram district, and entry of hired vehicles would be prohibited from October 25 till 31, the Collector said.
In 2012, private hired vehicles had travelled through the prohibited routes defying the orders and volunteers were brutally attacked by people of the other community. In the impact, three youths were beaten to death. In another incident near Madurai, seven persons travelling in a hired vehicle were killed in a petrol bomb attack, SP Omprakash Meena recalled.
In 2014, two separate incidents of stone pelting took place in Paramakudi between two communities. Seven cases were booked in 2015, 13 cases in 2016 and 263 cases were registered in 2017 due to the violation of the orders, he said.
