The Odisha Assembly passed a resolution for establishing Legislative Council, or Vidhan Parishad, on Thursday.

While legislators of the Indian National Congress and Bharatiya Janata Party chose to walk out, the ruling Biju Janat Dal's 104 MLAs present in the assembly voted in favour of the resolution.

Chief Minister Naveen Patnaik, justifying the setting up of a legislative council, said the state had picked up growth momentum, and to further accelerate this growth wider consultations would be necessary.

The move would let Patnaik accommodate his people as the party prepares to beating anti-incumbency and return to power for a fifth term in 2019. The BJD has recently made it clear it intends to call for assembly elections, whenever general elections are held next.

The government will now seek the Centre’s approval, post which it will need the both houses of the Parliament to approve the resolution. And finally the President’s nod.
