Payments to contractors to be linked to performance

The Chennai Corporation will privatise conservancy operations in all the eight zones in the added areas of the city.

The private contractor will have to take up street cleaning and source segregation of garbage. Corporation Commissioner D. Karthikeyan said the payment for the private conservancy operator will be linked to key performance indicators such as cleanliness and source segregation. “As per the new system, the private operator will also collect garden waste. Payment will be made only if the streets are clean,” added another official.

The efficiency of waste collection is projected to be taken up to 100% of the project area in the eight zones. The employees of the private operator will carry out door-to-door collection in 100% of the streets in the 256 sq. km. of the project area.

Workers hired

In these eight zones — Tiruvottiyur, Manali, Madhavaram, Ambattur, Valasaravakkam, Alandur, Perungudi and Sholinganallur — currently, Corporation workers have been hired on a temporary basis for carrying out conservancy.

The private operator will also start collecting garden waste from residents, as per the new model.

The Corporation has already privatised conservancy operations in Teynampet, Kodambakkam and Adyar. The payment has been made to the private conservancy operator based on the amount of waste generated.

The Hindu, in an investigation published on June 11, 2017, found that Ramky Enviro Engineers was cheating the State by mixing construction debris with solid waste, in order to increase the tonnage, and consequently, inflating the bills.
