HC junks Telangana's unified teacher rule

HYDERABAD: Making it clear that states cannot seek Presidential Order to integrate two different cadres of teachers into one cadre with retrospective effect, the Hyderabad High Court on Tuesday declared as illegal the action of the Telangana government merging the government teachers and panchayat raj teachers and also bringing in unified service rules for these two categories of teachers.



The bench of CJ T B Radhakrishnan and Justice V Ramasubramanian pronounced judgement after hearing pleas by Telangana State Government Teachers Association general secretary M Veerachary and government teachers. Bench found fault with amendments by state to Presidential Order to overcome obstacles in way of a unified cadre. Agreeing with senior counsel S Ramachandra Rao, representing government teachers, the bench held as illegal state’s attempt to bring amendments into force with retrospective effect from 1998 when they were brought in 2017.
