Snap power, water to 157 DLF homes, says town planner

GURUGRAM: The department of town and country (DTCP) on Friday issued an order directing builders and the discom to disconnect power and water supply to 157 houses in DLF phases 3 and 5 — out of which 70 are built on plots for economically weaker sections (EWS) — as the owners had constructed additional floors.

The occupation certificates (OC) too, will be cancelled for these owners.

Around 70 houses from the EWS category in DLF Phase 3 and 87 houses in DLF 5 are in violation of the Haryana Development and Regulation of Urban Areas Act, 1975.

The EWS category plot owners were allotted 60 yards of land. As per the Haryana Building Code, construction is allowed up to four floors or a height of 15m.

However, many owners have constructed up to 7-8 floors and have also encroached upon open areas at the front and back of their plots, ending up covering 100% of the ground. Although the rule says only one kitchen can be built in the entire building, the plot owners have made kitchens on each floor. The plots are for residential purposes, but the additional floors were being used for commercial purpose.

Plot owners, however, did not pay much heed to notices sent by DTCP or actions taken by them.

In order to send a stronger message to the violators, deputy town planner (DTP-enforcement) has asked DLF, the builder, to disconnect water supply and sewerage services to such houses under its jurisdiction.

DTP has also written to the executive engineer at the discom, recommending disconnection of power. DTP (planning) has been asked to cancel the OC of these houses as well.

“After restoring their building, the violators will have to apply for a fresh occupation certificate. The matter will also be taken up with deputy commissioner of Gurugram, for not executing any sales deed or lease deed in these plots, till they are restored in conformity to their building plans,” said Ved Prakash, DTP (enforcement).
