Crystal Tower land belongs to BMC, builder has not cleared dues: Officials MUMBAI: Civic officials say the land on which Crystal Tower stands belongs to the BMC. The builder has not cleared his pending dues, which is one of the reasons why the civic body has refused to grant the mandatory occupation certificate (OC).

Civic officials said several buildings fail to secure an OC for not sticking to construction norms. An OC is mandatory for allowing people to move into a building and providing water connection.

After completing construction work, a builder has to seek no objection certificates from all concerned departments— including the fire brigade—and submit it to the BMC to get an OC. The BMC inspects the submitted building plan and actual construction. It also ensures the builder has cleared all dues.

Under the ease of doing business initiative, the BMC clears most construction permissions in a record time of 15 days, which used to take years earlier. At the same time, though, a chunk of OC requests get rejected. Around 60% requests were rejected in recent months.
