PATNA: An assistant director of social welfare department inspected the
Muzaffarpur shelter home 11 times in three years, but never reported about any "unwanted deeds or misbehaviour" with the minor girls nor made any adverse remark about the state-funded home run by an NGO ‘Sewa Sankalp Evam Vikas Samiti” (SSVS).
"Instead, the assistant director Rosy Rani (now under suspension) made a recommendation for granting an extension as well as providing financial assistance to the home," the social welfare department’s joint director (HQ)
Vijay Ranjan has said in a departmental order.
The SSVS, an NGO which used to run the controversial horror home at Muzaffarpur, is owned by some close associates of Brajesh Thakur who is now in the jail.
Besides putting her under suspension, the state government has now decided to start a departmental proceeding against Rosy for her alleged failure to report the incidents of “unwanted deeds and misbehaviour” (read rape and sexual abuse) with minor girls to the department.
Sources in the department said, Rosy was posted as assistant director at
Muzaffarpur district child protection unit from May 19, 2014 to August 03, 2017.
As per a departmental noting prepared to start departmental proceedings against Rosy, she inspected the controversial horror home 11 times during her posting at Muzaffarpur district child protection unit, but never made any adverse remark against the home. "But, a social audit conducted by a team of the
Tata Institute of Social Sciences (TISS) has reported cases of ill-behaviour, thrashing and other unwanted abuses with the inmates of the home. It shows that the officer not only committed dereliction in her duty but also misguided her seniors by not reporting the reality," the departmental paper said.
Contacted over phone, Rosy denied allegations against her, saying she was not responsible for what happened at Muzaffarpur home because she was not posted in that district when the TISS team visited the controversial home. "I was transferred to
Sitamarhi district from Muzaffarpur in first week of August, 2017. The TISS team visited Muzaffarpur home in December 2017, five months after my transfer. The TISS team has not reported that the sexual abuse with the minor inmates took place before August, 2017. The incident of abuse might have taken place after my transfer from the district," Rosy told TOI.
Rosy also said she was being made a scapegoat.
