Master plan preparation for KIA area hits roadblock

BENGALURU: Work to come up with a revised master plan to facilitate orderly development of the area surrounding the Kempegowda International Airport (KIA) in Devanahalli has hit a roadblock.
The Bangalore International Airport Area Planning Authority (BIAAPA) had in March invited consultants for preparation of the revised master plan but hasn’t got a good response from bidders. This has forced the authority to float tenders again.

Manjunath J, assistant director of town & country planning, BIAAPA, said: “We had got three bidders for the first tender but only one of them met the criteria. If we end up with a single bidder, we’ve to float a fresh tender. We have now set September 7 as the last date for submission of applications.”

The existing BIAAPA Master Plan 2021 was notified in 2009 for a conurbation area of 14,000 hectares. With the existing master plan’s term getting over in three years, the authority is under pressure to get the consultants on board faster as the formulating of a fresh one is a laborious process.

Spread over three taluks —Devanahalli, Doddballapura and Bengaluru North (Hesaraghatta and Jala hoblis), BIAPPA's jurisdiction has undergone rapid changes in terms of population and land use in the past 10 years.

Officials said the airport township region, especially, has undergone massive changes. There’s exponential growth in other conurbation areas like Devanahalli, Vijayapura and Doddaballapura. These growth patterns have to be analysed before planning for the next 20 years, they added.

The revised master plan will have to consider factors such as reworking of the conurbation boundaries considering the population rise, growth trends, new activities, government proposals that are likely to influence the region, industrial growth and social equations among other things.
