Rs 1 cr fine collected from solid waste violators

Cracking the whip on those who failed to segregate waste and failed to comply with provisions of  Municipal Solid Waste Management (SWM) by laws and directives of the ‘National Green Tribunal’ (NGT), South Delhi Municipal Corporation (SDMC) has issued 29,237 challans and collected over Rs 1 crore as penalty in three months.

SDMC Commissioner Dr Puneet Kumar Goel said that the contribution of officials of all the four zones is encouraging as they promptly catch violators and issued challans for violating laid-down norms under SWM.  He further said that prior to this; the civic body had inserted advertisements in the prominent newspapers, distributed pamphlets and displayed relevant information through hoardings etc to inform people about MSW bylaws. Only after spreading the message, SDMC asked its staff to track the violators and book them accordingly, he said.

A senior SDMC official said that besides this 852 challans issued and Rs 13, 35,380 collected under the NGT Act and 982 general challans issued and Rs. 9, 71,420 collected in the South zone only. 

The official further informed that the 159 challans issued and a fine amounting to Rs. 3,92,550 were collected by South Zone for construction and air pollution related violation. While 684 challans with fine amounting to Rs. 9,20,030 were collected for throwing refuse into drains and 9 challans were issued with fine of Rs. 22,800 for burning leaves and garbage due to violations under the NGT Act," he said.

As far as enforcement of MSW Management bylaws are concerned 140 challans have been issued under rule 4(1) (a) for failure to segregate and store waste and handover segregated waste in accordance with rule and fine amounting to Rs. 1,44,100 has been collected, he said.

Those failed to deal with construction and demolition waste in accordance with the rule 4(1) (c) 7, an amount of Rs. 7000 collected as fine, he said. The official further said that under rule 13(1) read with 15(g) 3910 challanas issued for littering and an amount of Rs. 27,54,450 recovered as fine, he said.

He also informed that Rs.3, 00,000 collected for violations norms by the manufacturers, brand owners and marketing companies. 

Further 8203 mobile- challans also issued and an amount of Rs. 20, 65,460 collected, he said.

The SDMC stated that it will continue to enforce By-Laws under MSW and provisions of the NGT in all times to come with same spirit and zeal to ensure better living conditions and pollution free air to its citizens.
