Govt ready for ULB elections: CM

The State Government is prepared for the elections of Urban Local Bodies (ULB) in September, said chief minister Trivendra Singh Rawat while interacting with the media persons on Monday. In response to a question, he said that the government on its part  had been ready for the elections in April itself so that the new bodies could have been in place after the term of old ULBs expired on May 3. “However, things were delayed as  some people took the matter to the court,” he said.

Notably, the state government had appointed administrators in all the ULBs of the state as the process of elections  had been delayed.

The elections of the ULB in the state got postponed as the notification of the state government on increasing the municipal limits in some ULBs was challenged and subsequently turned down by the Uttarakhand High Court. The appointment of the administrators was necessitated as the Supreme Court (SC) in a landmark judgement in Kishan Singh Tomar Vs Municipal Corporation of Ahmedabad clearly stated that an election to constitute a municipality should be completed before the expiry of its term and only  in exceptional circumstances, the administrator have to be appointed for a period of six months. 

As the term of  the administrators ends in October the state election commission has to complete the process of elections before to keep things going as per the Constitution
