
A woman who was murdered in a "targeted" attack in the street has been named by police.
Officers were called to Oxford Road in Hartlepool just after 21:00 BST on Friday where the body of mother-of-three Kelly Franklin, 29, was found.
On Sunday, Cleveland Police said a 48-year-old woman had been arrested on suspicion of murder.
A 30-year-old man, who was arrested on suspicion of murder in Hartlepool on Saturday, remains in custody.
Police are appealing for drivers who were in the area of Oxford Road near to Chaucer Avenue on Friday evening, especially those who may have dashcam footage, to come forward.
A spokeswoman added: "Kelly, a mother of three young children from Hartlepool, sadly died after suffering significant injuries.
"Specially trained officers are supporting Kelly's family and our thoughts remain with them at this extremely difficult time."
