Haryana issue directions to ensure ban

The Haryana Government on Friday directed the concerned officers to take stringent action to put a complete ban on the sale of illegal drugs and against those people indulging in the nefarious practice of illegal sex diagnosis in the State.

Rakesh Gupta, Additional Principal Secretary to Chief Minister on Friday gave instructions to all district officers through video-conferencing to keep an eye on the shops selling illegal drugs, and take strict action against those found guilty.

He also reviewed the working of schemes like Stray Cattle Free Haryana, Jagriti, CM Window, Harpath, SMGT, Antodaya and SARAL Kendras, Saksham Haryana, Apprenticeship, Modernization of Library etc. at the district level.

Gupta praised Yamuna Nagar district for doing good work under the PNDT Act. He however expressed displeasure over not taking on remand the accused caught along with 80 kits used for sex diagnosis in the Kurukshetra district. The accused should again be nabbed and quizzed to get to the root cause of the case, he said.

He also asked district officials to be more active in the cases pertaining to the PNDT Act and nab such groups, especially in the districts of Rewari, Nuh, Panipat, Mahendergarh and Jhajjar. He told them to take assistance from Asha workers, Anganwadi workers and other youth clubs to strengthen the information system in such cases.

Strict action would be taken against those who sell intoxicants like doda, charas, ganja, churapost, afeem and safed–chitta, in the state. For this, Special Task Force has been formed in Fatehabad, Sirsa, Hisar districts, it was informed in the meeting.

The Additional Principal Secretary to CM said there were clear directions from the Chief Minister to strongly deal with those selling illegal drugs and spoiling the lives of youths. With a view to rehabilitating the drug addicts, the proposal to open drug de-addiction centre at Primary Health Centres, Community Health Centres and other places, is being considered, he said.

Gupta also directed the officers of Panchkula and Panipat districts to improve their ranking in redressing public grievances received at CM Window.

He also ordered suspension of the investigation officer and sub-inspector, Phoolkanwar, for not taking right action in the case of fraud against former sarpanch of village Murthal in Sonipat, along with her husband.

While reviewing the complaints received through Social media grievances tracker, Gupta reprimanded the officers concerned of Faridabad and Gurugram Municipal Corporations for not taking right action on related complaints, and directed them to redress them within 24 hours.

In the case of wheat wasted in rain in Pillukhera village of  Jind district which got viral on social media, he directed that a  chargesheet be filed against Hafed DM, Karan Singh Lohan, under Rule-7 for not taking appropriate action in the matter and issued directions to the deputy commissioner to investigate the matter.

Gupta said a target had been fixed to make all roads in the state pothole-free by December, 2018. In this regard, he asked all deputy commissioners to regularly review the complaints received on HARPATH App.

It was informed that as directed by the Chief Minister, 77 SARAL Kendras  will be operational by August 15, and 17 Antyodaya centres by October.

While reviewing Saksham Haryana, Additional Principal Secretary to CM, told the district education officers that results of the evaluation of Saksham youths of 23 blocks would be declared on August 12, and the best performing DEOs would be honored at the district level on Independence Day. After Saksham Haryana, a Saksham plus program will be started, he added.

Gupta also told the officers to take appropriate steps in the cases pertaining to Protection of Children from Sexual Offences Act (POCSO).

While reviewing the work being done under the Jagriti Yojna in Rohtak and Jhajjar districts, he said the Chief Minister wanted that in the next two months these districts should emerge as model districts.
