Jaipur: 81 colonies await regularisation

JAIPUR: A total of 81 colonies developed on land acquired by the Rajasthan Housing Board (RHB), will have to wait longer for regularisation. As RHB is in no mood to provide no objection certificate (NOC) to the Jaipur Development Authority (JDA) to hold camps to organise these colonies, residents staying in these colonies will have to wait for regularisation.

Before election, the state government announced to provide relaxation in regularisation of fee for residents who apply by June. However, many residents staying in these colonies failed to take advantage of the scheme due to the lackadaisical approach of RHB officials.

According to RHB officials, the compensation of maximum acquired land has been provided. But, there is land of a few colonies whose compensation has not been distributed.

A source at JDA said, “There are 81colonies, which are developed on the land acquired by the RHB. In a recent letter written to RHB, we have mentioned to provide NOC details of 47 colonies, if not 81. However, nothing has been done so far.”

Other than this, residents staying in RHB colony would be deprived from proper maintenance. The city mayor, Ashok Lahoti has threatened to stop maintenance work in the (RHB) colonies, if the record of assets and properties is not transferred.

Talking to TOI Lahoti said, “For the past 25 years JMC is maintaining the RHB colonies. More than Rs 1000 crore has been spent during this tenure to maintain these colonies. However, RHB has not provided any financial assistance. Its assets were also not transferred to JMC. The corporation could have auctioned its assets and earned revenue for maintenance.”

The JMC has also highlighted that in the absence of these colonies’ records, the civic body faces problems in approving the layout plan and checking illegal construction in these colonies. Several colonies in the city including Jawahar Nagar, Shastri Nagar, Mansarovar and Pratap Nagar, were developed by RHB and transferred to JMC for maintenance. “The building plan approval is provided by RHB and JMC has been assigned to check illegal construction,” added Lahoti.

In absence of revenue source, the JMC has threatened not to keep up the maintenance of RHB colonies. Giving an instance a senior JMC official said, “In Mansarovar, corporation has to change sewerage line on Shipra Path after spending Rs 37 crore. How would it be possible to maintain these colonies without funds?”
