BHUBANESWAR: The state police headquarters has come down heavily on the SPs and the inspectors in charge of police stations for rising cases of non-compliance with Supreme Court and Orissa high court orders.

In a strongly worded letter, director-general of police (DGP) Rajendra Prasad Sharma on Friday directed the SPs to prioritize compliance with court orders.

"At times, SPs and IICs are found not complying with court orders on matters such as timely submission of case diaries and status reports. The Orissa high court has already expressed displeasure over repeated non-compliance with orders," the letter said. "We have been sending circulars to SPs, asking them to sensitize their field officers on the importance of compliance with court orders. We shall initiate departmental proceedings against those officers who fail to submit the requisite documents to the courts on time," Sharma told TOI. To prevent such lapses, Sharma has issued a set of instructions to his team.

The DGP said DSPs (crime) should be designated as nodal officers to deal with all court matters and monitor compliance to orders. The nodal officer will stay in touch with the office of the advocate general, additional government advocates and additional standing counsels, and ensure the timely filing of counter affidavits, instructions and reply to showcause notices and time petitions.

Field officers of police stations have not only been accused of adopting a lackadaisical approach towards court orders, they were recently criticized by the Crime Branch for failing to observe standard rules and completing probes on time.

The Crime Branch prepared a plan of action to improve the standard of police investigation across the state. It includes instructions for investigating officers on the procedures that need to be followed during a probe.
