Addressing a conference on 'National Initiative to Reduce Pendency and Delay in Judicial System' in New Delhi, Justice Ranjan Gogoi pointed to the long time that is taken in the recruitment of judicial officers in different states, and urged to look at the issue with a different perspective. "What we are looking for is that a man or a woman has outstanding merit and ability, utmost integrity and of absolute commitment to work. Three qualities I would look for before a person becomes a judge," he said. Justice Gogoi also pitched for the "selective" and "merit-based" appointment of ad-hoc High Court judges, as, he added, "Never in the history we will be able to fill up all the vacancies."
