Haryana launches ‘Swachchh Sarvekshan Grameen-2018’

Haryana Chief Minister Manohar Lal on Tuesday launched the State-level ‘Swachchh Sarvekshan Grameen-2018’ under which swachchhta survey of the villages of the State will be carried out in August.

“The best performing States and districts will be awarded on October 2,” said the Chief Minister while addressing Deputy Commissioners and Additional Deputy Commissioners through video conferencing here.

He urged them to ensure active participation of people to make it a successful social campaign. Agriculture and Farmers’ Welfare Minister, OP Dhankar was also present on the occasion.

The ranking of the States and districts would be assessed on the basis of qualitative evaluation in the villages. The ranking would be based on the comprehensive set of swachchhata parameters, including survey of public places, citizens’ perception of swachchhata and their recommendation for the improvement of the programme.

Manohar Lal directed to complete the work of geo-tagging of all toilets in the State at the earliest. The Swachchh Sarvekshan Grameen-2018 would be formally launched at district-level by Ministers and MLAs concerned. A committee under the chairmanship of Chief Secretary would soon be constituted to review the progress of swachchhata works from time to time, he said.

The Chief Minister said already a lot of attention had been focussed on swachchhata works and the survey would create a competition of sort among villages to perform better than others. The gram panchayats were well educated now and quite sensitive towards social problems, he added.

He also appealed to involve zila parishads and zila samities besides gram panchayats in this campaign and allot some villages to them. The disposal of waste, garbage and cow dung would be properly systemised and the potholes would be filled so as to avoid water logging during this rainy season, he added.

Manohar Lal added school students should be involved in all such voluntary campaigns to instill in them the sense of cleanliness from the early age.

Speaking on the occasion, OP Dhankar said State would march towards becoming clean and green though this campaign. 

He said boundary wall would be constructed around the garbage disposal areas in the villages which would be decorated with beautiful paintings.  A seven star Rainbow scheme was already being implemented in the State and the villages were exhibiting excellent performance under the scheme, he said.

It was informed that the survey teams would visit the schools, anganwadis, primary health centres, religious places and markets and a total of 30 per cent marks would be given under this direct observation of cleanliness of these places. 

Thereafter, under citizens’ feedback, group discussions would be held in village meetings which would be shared with Government of India through mobile app. Interviews of sarpanches and other dignitaries of the villages would be conducted. A total of 35 per cent marks had been kept for this purpose. Survey team would also check the level of facilities available in the villages such as use and geo-tagging of toilets and 35 per cent marks would be given for this purpose.
