PATNA: The
Patna high court on Tuesday rapped the state government by making an oral observation that if paramilitary personnel are required now instead of
Bihar police to remove encroachers from quarters and land inside Bihar Veterinary College premises.
The bench of Justice Ravi Ranjan and Justice S Kumar was hearing a public interest litigation filed by Vikash Chandra alias Guddu Baba when the counsel KN Singh, representing the college, accepted that there were some pockets of encroachers inside the premises where the registrar general of the college can’t go and even police can’t enter easily.
Counsel Singh accepted the facts only after Justice Ranjan ordered his secretary to bring laptop inside the court to see the video recording of the encroached premises made by Chandra who was designated as court officer for the purpose during earlier hearing.
The petitioner had brought two DVDs and a pen drive during the Tuesday’s hearing which he submitted to the apprising about the massive encroachments inside the college premises.
The petitioner had alleged that illegal permanent construction were created by encroachers inside the premises as well as quarters were also captured by them for last several years and the college administration can’t even dare to evict them.
“The situation is very grave,” the court said and summoned the
Patna district magistrate who will now have to remain physically present during the hearing on the matter on Wednesday.
The court also rapped the state government that it would order for lodging FIR on the officials who submit misleading affidavits before the court over
encroachment issue.
“If the encroachers have mercilessly encroached the premises, then they must be removed in the same merciless way,” the furious Justice Ranjan made an oral observation during the hearing.
