Is it not true that IAS-IPS is that community of bureaucrats which have the illusion of being ‘omniscient’ forever? The members of this community are not afraid of losing. Yes, it is certain that they always remain concerned with the issues such as servants/devotees and number of trains, size of chamber and type of bungalow, keep them always ‘reflective’.
Bureaucrats have Babus under them and they are those gentlemen who, after the confirmation their job behaves like son-in-law of 20th century who remain engage in smashing the pulse on the chests of the common men.
They have two special features. First of all, about 80 of them do not have the knowledge of their job. And, secondly, half of them are lazy. Most of them spend their time to search new tricks to blackmail the government.
They consider themselves to be not less than omniscient. They also don’t have worries of losing job. Both of the above mentioned species are nurtured and thrive by public money.
On the other hand, there are public representatives, who work hard in their area for years, make every effort to endeavor their party leaders and then there is a chance to get the ticket. But, it is not necessary that even after doing all this, he can get the ticket.
And again, it is also not necessary that even after getting the ticket they win the election. He has to hand over himself to the public in every five years and even by slightest mistake he fell to the ground from sky and palpitates.
In bold language, the bureaucracy is called the executive and the group of MP-Legislator is legislatures. The liability of the legislature is to make rules and to make decisions and the duty of executives is to executive.
How contradictory is the fact that after entering the system, members of one part of the democracy do not have to go through the challenge of a time-bound examination, no worries of job and care about public interest is not necessary whereas members of the other body have to go through a difficult and complicated hurdle of elections in every five years.
Whatever we say, but the ground reality is that either government makes every effort or ministers work very hard from their heel up to peak, the job only then done when there is a desire of bureaucracy included.
This liability-less bureaucracy had taken sacrifices of all the governments. Therefore honesty of officers-employees is more necessary the honesty of a leader.
In this entire context, I find the pain of Higher Education Minister Jaibhan Singh Pavaiyya seemingly genuine that as the job has become fixed in our country, the working capacity of government employees continues to decline, whereas, it should be increased.
In foreign countries, it is exactly the opposite. They are definitely right, that buildings and other facilities are meant to increase the quality of work, not for the comfort and luxury of the staff. Their example was so precise that the building of ‘Institute for Excellence in Higher Education’ is relatively small, the staff gets the same salary as other professors, but due to their loyalty and efficiency towards their work, they keep them ahead from others.
The disrespect of the research work and their concern towards the counterfeiting of them will also be considered thoughtfully. Everybody knows that now, the P-HD remains limited to ‘copy-cut-paste’. While the objective was that after considering the comprehensive and intensive study of the subject-atters which have been presented so far by the concerned scholars, that material should be presented, which could give new directions to the fellow in the future.
But it is a matter of regret that a large section of the media arbitrarily distorted and connected the statement with the seventh pay scale of the Higher Education Minister and disseminated it. Employees’ organizations also, according to their slyness, in the guise of this semi truth viral statement did not take too long to protest.
Hopefully! If they show this same agility in settling their tasks too!! Not only this, he also has used social media a lot. Is this ambushed application of a large section of the media and the stained confidential report of government employees is not worth thinking?
