Architects peeved with online bldg plan

Nagpur: The Nagpur Municipal Corporation (NMC) is planning to roll out online system ‘Building Plan Management System’ (BPMS), which will ease out the strenuous process of building plan sanctioning.
The sanctioning process, which earlier took months to complete, will be done within 30 days after the NMC launches the portal on July 25. The NMC will probably become the first municipal corporation in the state to launch it under the the central government’s Ease of Doing Business.

During the informative workshop organized by the NMC on Friday, the process was demonstrated live and attended by more than 50 architects and civil engineers, who did not look impressed with the new system.

Under BPMS, a registered architect, civil engineer or structural engineer can register on the portal. They will be provided a digital certificate, mandatory for further process. According to the NMC, this registration process that includes document verification at two levels will be completed within 48 hours. The sanctioning process includes uploading documents and building plan through their TP-client drafting tool.

“Due to digitalization, the time consumed to get building permission will decrease manifolds and will be beneficial to the people,” said Virendra Kukreja, standing committee chairman.

“This shift from manual to online will lead to extracting maximum results with minimum manpower. There is a pressure on us to allot sanction within the time frame of 30 days, a process which used to take minimum 60 days earlier,” Shrikant Deshpande, sectional engineer at NMC, told TOI.

The architects, however, believe that MahaIT (MIT) should ease the software. “The elaborative and exhaustive process of uploading building plans will just increase laborious work as the software is not user-friendly. We want the process of uploading plans to get simplified. They are repeating the same mistakes done with AutoDCR earlier,” said Bhushan Kotwal, an architect.

“The under hand dealings will definitely stop and our clients’ money will be saved, but the architects will suffer. We will have to train our staff to cope with the tedious process and that implies a waste of time and resources,” said Ajay Verma, another architect. The NMC has begun registrations for professionals. It cannot be undertaken by a common man.

The state urban development department has developed BPMS. It is making available BPMS for all urban local bodies in a phased manner. The system has been already implemented in around 240 municipal councils in the state.
