MUMBAI: The second merit list for first year junior colleges which was scheduled for 11 am today has been postponed to July 19. This is done to meet the orders of the Nagpur Bench of the Bombay High Court regarding surrender of quota seats.

In the order dated July 12, a bench of Justice ZA Haw and BP Dharmadhikari said, "We direct the respondents (government of Maharashtra) to continue allotment of Central admission process students to non-minority institutes and after it is completed, the students if available shall be allotted to minority institutes against such surrendered seats as an interim measure." The court was hearing a writ petition filed by the Shikshan Prasarak Mandal earlier this month.

Minority institutions would complete their quota admissions ahead of the CAP and surrender vacant seats for students from the general category. This would be done before the first round of CAP admissions. The same was done this year too before the announcement of the first merit list on July 8.

Government authorities said they had to delay the announcement of the second merit list because they are in the process of changing the system and seat matrix in line with the court orders. "We have to reverse the surrendered, vacant seats and return it to the minority institutions. We have to do it individually for each college and hence the delay. We are taking care that it is done with utmost accuracy. Students who have already secured admission will not be affected," said Suvarna Kharat, deputy secretary, school education department.

According to the orders of the court, the quota seats - minority (50%), management (5%) and in-house (20%) will have to filled by the college only. The vacant seats, after all CAP rounds will be available for non-quota students in the first come first serve rounds.
