Three dangle HC clerk job bait, dupe 12 of Rs 78 lakh

CHANDIGARH: The police have booked three persons for allegedly duping 12 people of Rs 78 lakh on the pretext of providing them clerical jobs in the Punjab and Haryana high court. One of the accused was posing as an employee of the high court. The fraudsters had even faked the signature of a high court judge on the appointment letters.

The FIR was registered on the complaint of assistant registrar, (general), Punjab and Haryana high court.

The accused have been identified as Jasmer Singh, a resident of Nilokheri, Haryana, Parveen Kumar, alias Amrit Pal, a resident of Karnal, and Ajay Kakral, a resident of Shahi Majra village, Mohali.

In her complaint, Rajni Devi, a resident of Shahi Majra, alleged the accused cheated her and 11 others of Rs 78 lakh between March 2012 and April 2018. She said she met Jasmer Singh through her friend Nisha. He told her he worked in Kurukshetra University as a librarian and promised to arrange a government job for her in the high court while claiming there were 176 clerk vacancies. Later, Jasmer Singh introduced her to Parveen, who claimed he was working in the court of one of the judges. Parveen demanded Rs 6.5 lakh for the job. Rajni said she discussed the matter with her family and friends and all 12 job aspirants were willing to pay Rs 6.5 lakh each. All candidates paid Rs 5 lakh each to Parveen till March 23, 2018.

The accused provided two appointment-cum-joining letters with fake signatures of a judge of the high court. The accused said the joining date was on April 2, 2018. Parveen allegedly took candidates to E-1 branch of high court and told Rajni that the joining would be done after signing before officials. However, officials of the branch told them that their names were not mentioned in the selection list. Later, Parveen allegedly demanded Rs 5 lakh more and took a name of a judge and said he would issue the identity card and joining letter.

The accused called the candidates to the high court and made them sit in the corridors on April 17, 2018. “A few minutes later, a man came and told Parveen that a police official was calling him. Parveen did not return after that. His cell phone also came switched off,” Rajni alleged.

She alleged Parveen allegedly started issuing death threats if they approached police or any other authorities. The accused also told us that our family members would be eliminated because higher officials are involved,” complainant alleged.

Rajni filed a complaint with the high court. Officer on special duty, vigilance, Haryana, investigated the matter and submitted his report to the chief justice of high court. In his report, the OSD found that Parveen Kumar was not an employee of high court. The high court then directed the police station concerned to lodge an FIR against the accused. On July 11, Sector 3 police station booked the three under Sections 420 (Cheating), 120 B (punishment of criminal conspiracy), 467 (forgery of valuable security, will), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document) of the IPC.

The complaint also demanded police protection.
