CHANDIGARH: The city continues to fare badly in the
implementation of business reforms, landing at
29th position out of 34 in the
ease of doing business state rankings released on Tuesday.
According to the third edition of department of industrial policy and promotion’s (DIPP’s) Business Reforms Action Plan, 2017, Chandigarh managed just 14.41% reform evidence score, while in feedback it scored 0%. In the combined score of reform evidence and feedback, the city managed 11.44%. The final rankings were calculated after a combination of reform evidence score and feedback score.
With a score of .3% in 2016, Chandigarh had tied with Arunachal Pradesh, Jammu and Kashmir, Meghalaya, Lakshadweep, and Andaman & Nicobar Islands for 31st place. Chandigarh featured amongst the 18 states\UT whose implementation score was below 80%. Punjab secured 20th spot with score of 53.92%. Andhra Pradesh
(98.42%), Telangana (98.33%) and Haryana (98.07%) secured top three positions, respectively.
The Business Reform Action Plan (BRAP)2017,whichincludes a total of 372 recommendations framed by DIPP, ministry of commerce and industry, in association with the World Bank, were to be implemented by all29 states andseven UTs.Of total, Chandigarh implemented only 51 reforms, while it failed to implement 303 reforms. As many as 18 reforms were not applicable for Chandigarh.
Pankaj Khanna, president, Industries Association of Chandigarh (IAC), said rankings show the ground reality of Chandigarh. “Only handful of reforms were implemented by the administration, which will made no difference in the ease of doing business,” Khanna said. He said that the administration should work for ease of doing business.
