KABUL—U.S. Secretary of State Mike Pompeo made an unannounced visit to Kabul for talks with President Ashraf Ghani and other Afghan officials, as the Trump administration seeks to fuel momentum toward talks with the Taliban following last month’s unprecedented cease-fire.
