MANGALURU: The Canara Plastic Manufacturers and Traders Association (CPMTA) has pointed that the proposal to levy tax on plastic packaged goods is not tenable in the law as taxing products are under purview of GST Act.
Reacting to the maiden bugdet that CM H D Kumaraswamy presented on Thursday, B A Nazeer, president, CPMTA said further there was a provision of levying fees for the shops but not for the product as per Plastic Waste Management Rules 2016 (Rule No. 15) which has been since deleted vide notification dated 27th March 2018.
CPMTA welcomes the proposal to establish an Alternative Packing Technology Development Institute and provision of Rs 5 crore to develop packing technology using biodegradable material other than plastic. CPMTA feels that latest
technologies have been emerged across the world to convert the Plastic waste to Wealth. CPMTA will support and work with the Government in this regard, Nazeer said.
In this connection, CPMTA urges the government to call a meeting of all the manufacturers of the state to find out ways of means for better Plastic waste Management as provided in the Plastic Waste Management Rules 2016. Proper implementation of PWM Rules 2016 will definitely help us to find a solution, he said.
Competing with China is a good scheme and concept which would have been implemented long back, Nazeer said. For this purpose a high power committee should be formed to explore the possibility of schemes suitable for each district for achieving comprehensive and overall development.
Eight districts has been identified for setting up projects like solar, carpet, sanitory, toys, ICT chips, mobile parts, sports items and LED, which is commendable. However in the budget proposal, coastal districts of
Dakshina Kannada, Udupi and Uttara Kannada, which produces more that 50,000 graduates every year, has been completely neglected.
Some manufacturing or automobile project should have been announced in these districts to encourage youths for their employment, he said, while welcoming the proposal to set up centralized inspection system for conducting inspections by labour, factory, environment and tax enforcement departments to facilitate the ease of running the
industries especially micro, small and medium industries. The proposal to revamp the system of fixing final price for land by KIADB and KSSIDC more transparent and easing of compliance with various department by MSME’s is a step in the right direction, Nazeer added.
