Eyeing to control expenditure and utilise the existing staff, West Bengal government has formed a high-level committee to look into the recruitment proposals of different departments and restructure existing staff strength, a notification said.
Headed by Chief Secretary Malay Kumar De, the 8-member panel State level committee on Rationalisation and Optimal Utilisation of Human Resources - will scrutinise all proposals of the departments for creation and filling up of posts before it is concurred by finance department and placed for consideration.
The notification, issued by the state finance department recently, stated that the panel would also assess the existing manpower in different offices against the sanctioned strength.
"It will also monitor the implementation of the rationalisation and redeployment of excess manpower in different departments," the notification said.
It will also suggest "changes in recruitment rules of different categories of employees to enable better career prospects, mobility and efficiency in the government functioning".
According to the notification, the finance department has also directed all departments, including local bodies, boards, corporations, undertakings and all grant-in-aid institutions to submit a list of the sanctioned and existing staff strength within a week.
