Sarvajan Hitya Sarakshan samiti will organise `Jan jagran’ campaign

Sarvajan Hitya Sarakshan samiti, the organisation of the state employees spearheading the campaign against the reservation in promotion for the schedule caste and schedule tribe employees has announced to launch a `Jan jagran’ campaign against the Constitution (117th amendment) Bill till the end of the monsoon session of the parliament. The session is commencing in Delhi from July 18.  The bill seeks to restore the reservation in promotion for the SC, ST state employees which were quashed by the Supreme Court in March 2012. During the campaign the Samiti would write to   all the MPs and MLAs of all the state assemblies to oppose the Constitution (117th amendment) bill when introduced in the Lok Sabha for consideration and passage. The bill has already been passed by the Rajya Sabha, the upper house of the parliament. The president of the Samiti Shailendra Dube said the campaign has already started as a letter has been sent to the Prime Minister Narendra Modi.  He said the Samiti in its letter to the prime minister has pointed out that the department of personnel and training (DOPT) under Union home ministry has done faulty interpretation of the recent directive of the Supreme Court and issued orders for the implementation of the reservation in promotion for the SC/ST state employees.  He said deep resentment prevails among the state employees and teachers against the order issued by the DOPT. Dube said the DOPT in its order diluted the conditions imposed by the Supreme Court in Union of India Vs Nagraj case in March 2012 where the apex court had quashed the policy of reservation in promotion for SC, ST employees. The SC had however imposed several conditions for allowing the reservation in promotion. Dube alleged that the DOPT has ignored those conditions while issuing the order in June. He said during the campaign meetings of the state employees would be organized at the divisional headquarters. He said the state employees, teachers and common people would participate in the meetings.  He said the state employees and the teachers have been asked to remain in high state of alert so that the employees could march to Delhi if the bill is passed by the Lok Sabha. He said the state employees and the teachers would go on lightening strike if the bill is passed by the Lok Sabha.
