HYDERABAD: An unemployed youth has filed a PIL petition in the High Court urging it to declare as illegal the recruitment notification issued by the Telangana government to fill 16,925 stipendiary police constable posts. Alleging discrepancies in the notification issued on May 31 this year, he has sought stay of further proceedings on the matter.
The petitioner, Madiga Mahesh from Medak district, pointed out that the authorities had given excess age relaxation for Home Guards appearing for the exam in terms of maximum age limit as compared to other categories. As per the notification, the maximum age limit for general candidates is 25 years whereas it is 43 years for Home Guards. In the case of SC, ST and BC home guard candidates, the maximum age is 48 years. Age relaxation for home guards will not only affect the police force but also discriminate the general candidates, and it is impermissible under the AP Police Subordinate Service Rules. As per the Rules, the maximum age permitted for Home Guards is only 30 years, he pointed out.
He further said that there is excess quota for Home Guards apart from age relaxation. The authorities have provided quota between 15 and 25 per cent to them for various categories such as civil, Armed Reserve (AR), Special Protection Force (SPF), Special Battalion (TSSP), SARCPL, fire and warders and so on under the said notification.
Non-declaration of roster details regarding the district and community-wise posts, non-disclosure of GO No.49 according to permission to conduct recruitment of police personnel, alleged irregularities in implementation of horizontal reservation policy, discrepancies in NCC quota are among the issues raised by the petitioner.
