Focus on curbing migration by generating jobs: CM

Focusing on expansion of cottage industries on a wider scale covering small hamlets of the State, Chief Minister Raghubar Das on Saturday said that in an attempt to curb migration, creation of ample employment opportunities at the grass root level has become mandatory.

Citing example of four major districts — Khunti, Lohardaga, Simdega and Gumla that register maximum cases of migration, the CM said, “Nearly 30,000 people migrate to other States in search of job from Khunti, Lohardaga, Gumla and Simdega annually, the only way to curtail migration is expansion of cottage industries as we have abundant resources,” said the CM during ‘Tribal Development Meet’ organised by Confederation of Indian Industry (CII) on Saturday. 

Furthermore, assuring all possible help to the tribal community members, the CM appealed to the members of the community to not get misguided by any one as Jal, Jeevan, Jungle — the three core components of Adivasis is equally important for their government as well.

“The State Government is just a support system while all rights had been guaranteed to the community members in the Indian Constitution already, hence, none of the community members should be worried or be misguided by the opposition parties’ agendas. Resources of Jharkhand belong to the people of Jharkhand only,” added the CM.

Considering 3S — Skill, Scale and Speed — the CM said that ‘development’ and ‘employment’ should go hand in hand. Targeting the youths of the tribal community that constitutes over 30 per cent of the total population of Jharkhand, the CM said, “We all need to change our outlook with the time. Looking on the requirement of the world in the next 10 years, we need to think.

Government is in support of all entrepreneurs who are ready to start their ventures bringing change, benefiting the society and moreover, creating prospects for the coming generations. Tribal youths should develop self confidence, take risks shunning all threats and move forward to achieve their goals.”

Meanwhile, taking up the ambitious scheme of the Government of India (GoI) — Skill Development, the CM spoke about the opportunities in service sector. Also, on the occasion, he shared details about textile policy and creation of two members team in districts having 25 female representatives in the groups for preparing ‘ready to eat’ meal as examples of a few methodologies being adopted by the State Government in creating service at different levels.

Representatives from the State Government presented the details of the major steps being taken up by the government recently to boost employment while giving thrust to local businesses. Principal Secretary to CM, Sunil Kumar Barnwal said that the State government’s motto is inclusive development of the people especially those belonging to the weaker section of the society.

“The State Government in association with GoI will develop four big SC/ST clusters for entrepreneurship development. The new procurement policy of the State Government has a lucrative clause that will aid small entrepreneurs to flourish. According to the policy, the products of small entrepreneurs will be purchased by the agencies on a priority basis for promoting their products/brands. Under ‘Ease of doing Business’, Jharkhand is the first State to appoint Managers and has fulfilled 100 per cent criteria of World Bank,” added Barnwal.

In addition, Secretary IT and e-governance, Vinay Kumar Choubey said, “Jharkhand Space Application Centre will soon develop a web portal for marketing tribal products generated under Mukhyamantri Udyami Board that focuses on minor forest produce — Lac and Honey. The State government has chalked out attractive policies by giving subsidies to Micro, Small and Medium Enterprises (MSMEs). Over 35 lakh tribal will be benefitted in the 1.5 month — ‘Hul Abhiyaan’ that will link the community members to various flagship programmes.”
