BRUSSELS—Europe’s taboo-shattering agreement to detain migrants confirms the continent’s rightward political shift as a force that even Germany’s once indomitable Chancellor Angela Merkel couldn’t hold at bay.

European Union leaders, many of whom recently dismissed migrant camps as xenophobic and inhumane, endorsed the idea early Friday after nightlong negotiations.
