VIENNA—OPEC ministers kicked off a meeting Friday to determine by how much the oil cartel might be willing to boost output, after Saudi Arabia and Iran privately attempted to hash out stark differences.

The meeting of the Organization of the Petroleum Exporting Countries started more than an hour late, after Saudi Energy Minister Khalid al-Falih and his Iranian counterpart, Bijan Zanganeh, met for bilateral talks, according to people familiar with the matter.
