After assuming charge as the head of the government today, Governor N N Vohra held meetings with top civil administration and police officials at the Civil Secretariat here.
Vohra also placed the legislative assembly in suspended animation till the proclamation of Governor's Rule is revoked or varied by a subsequent proclamation.
He held discussions with Chief Secretary B B Vyas and identified the major tasks which shall require to be dealt with on a strict time-bound basis, beginning from today.
Later in the evening, Chhattisgarh-cadre IAS officer B V R Subrahmanyam was appointed as the chief secretary replacing Vyas.
Vohra also reviewed a wide range of security management issues with top security officials.
While reiterating the importance of maintaining constant surveillance the ground situation, the governor directed officials that immediate action must be taken on reports received from any quarters regarding any problem arising from security management.
In this context, he asked representatives of all the security forces and agencies to identify all existing gaps and ensure coordinated action on the ground for providing prompt and strong counter-terror responses on all fronts.
He also reviewed security-related issues in connection with the Amarnath Yatra which is scheduled to commence on June 28.
Vohra earlier was accorded a ceremonial welcome and guard of honour by a police contingent as he arrived at the Civil Secretariat to take charge of the administration.
He later chaired a meeting of top officials -- both from civil administration and police -- to gear up the state administrative machinery to function with speed, efficiency and accountability.
Governor's Rule was necessitated in the state following resignation by Chief Minister Mehbooba Mufti in the wake of BJP pulling out of the coalition government.
Vohra directed administrative secretaries and the DGP to ensure that all government functionaries attended office punctually and their presence was daily monitored through the bio-metric attendance system.
The administrative secretaries shall personally review and ensure prompt and efficient delivery of various public services to the people of the state; complaints regarding delays, irregularities and corruption must be dealt with most sternly and those responsible should be proceeded against without any fear or favour, he told the officers.
He asked the administrative secretaries to send him reports regarding the latest progress of Prime Minister's Development Programme 2015.
The governor also sought the latest status on the construction of bunkers in villages located along the International Border and Line of Control; timely payment of relief to the victims of border firing; status of preparations for holding panchayat and municipal elections and position regarding stocking and supply of food and other essential commodities by Food and Civil Supplies Department.
Vohra asked the Chief Secretary to forward by tomorrow department-wise lists of all pending cases with remarks regarding the reasons for delay.
Meanwhile, Northern Army commander Lt Gen Ranbir Singh, called on the governor and discussed the security situation in the state.
The Governor and the Army commander discussed issues regarding the need for very close coordination in security management in the Valley, particularly keeping in view the need to ensure against co-lateral damage in counter-terrorist operations.
