Nagpur: As the state moves closer to introduce a Bill to regulate private
coaching classes, those from the sector consider it an unwanted ‘intrusion’. There’s strong speculation that the Bill would introduced in the upcoming monsoon session here. Class owners told said that certain clauses in the Bill are dictatorial.
TOI had reported the issue last year when the initial draft was being prepared.
A class owner, said, “They want access to our teaching material, which is a proprietary thing. It’s a trade secret as everyone has their own teaching methodology. Why should we give access to that?”
The government’s control over fee is another cause for concern. As per the draft bill, an education official will inspect the fee structure of coaching classes and may recommend revision if not convinced.
Another coaching class owner, said, “The draft Bill does not detail parameters to decide the fee structure. Going by the rule of demand-supply, fee of private coaching centres is pretty much decided by the market.”
As per the draft regulation, registration of coaching classes will depend on whether or not the classes have parking space, which will be a major problem as most of the classes operate in residential areas where parking space is premium.
Earlier this year, coaching classes had formed an association to put forth their side. The association had stated that the classes should not be controlled rigidly as the service was ‘optional’.
