June 11 meeting

KEY ACTION Passed an ordinance governing animal waste removal in the village as an emergency measure.

DISCUSSION A draft of an ordinance governing animal waste removal in the village was reviewed by council.

Councilman Bob Feutz pointed out that a leash requirement was not stipulated in the ordinance and suggested that abandoned feces, and dogs, could be tested for DNA compatibility to enforce the rules.

Mayor Crystal DiGenova pointed out that taking photos with cellphone cameras would be both quicker and more cost effective as proof of an offense.

Council discussed the issue and the proposed ordinance before voting to suspend the rules for the standard three readings for an ordinance, and approving it as an emergency measure, unanimously.

In other discussion, Feutz reported that none of the local businesses that he had contacted were interested in the work that the village has to offer, as the jobs are too small.

Feutz told council that he had patched a large pothole on Wooster, near the old hotel, but still has several others that need attention. Feutz reported that he currently pays individuals who assist him out of his own money.

A discussion took place. Fiscal Officer Jan Aldergate advised it would be most efficient for anyone who is being paid to do village work to submit an invoice to the village directly so that a 1099 form could be issued, if necessary, at the end of the year.

Mayor DiGenova reported that she had contacted AEP regarding a street light on the corner of South and Woodruff Streets and it has been repaired.

DiGenova also reported that she had received a complaint about the high grass of a yard on Wagner Street, which the neighbors have been mowing.

Council discussed and decided that this was an issue to monitor so that it does not get out of hand. Solicitor Nicole Stephan agreed to draft an ordinance governing weed management, but council would have to agree on specifics.

OTHER ACTION

* Heard a Solid Waste Management plan update.

* Approved expenses totaling $1,497.94.

* Learned that the issue of water running off of the hill seems to be improving.

* Was advised that the problematic tree discussed at the May meeting is 95 percent on resident’s property and not the responsibility of the village.
