LUDHIANA: If your
pet bites someone, you may face an FIR. In one such incident reported at Chawani Mohalla in old city, police have registered a case against a man whose pet dog bit a 13-year-old boy in the neighbourhood.
The FIR was lodged under Section 289 (negligent conduct with respect to animal) of the IPC against pet owner Twinkle Manchanda, 40, of Chawani Mohalla.
In his complaint to the police, Arun Thapar, 35, of the same locality said his neighbour Twinkle owns a Labrador. “On May 26 when my son was standing outside our house around 1.30pm, Twinkle was walking his dog and suddenly lost grip on the leash. The dog ran towards my son and bit him on his right thigh,” he added.
He accused Twinkle of negligence.
Investigating officer from division 4 police station assistant sub-inspector Shamsher Singh said the family lodged a complaint on Friday.
About a year ago, too, the dog had bitten the younger daughter of the complainant and that time both the families had resolved the matter. The accused had promised to be cautious that time, the ASI added.
Teeth of the law
Section 289 of the IPC (negligent conduct with respect to animal) says, “Whoever knowingly or negligently omits to take such order with any animal in his possession as is sufficient to guard against any probable danger to human life, or any probable danger of grievous hurt from such animal, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both.”
