HRD panel suggests slew of reforms to stop paper leaks

NEW DELHI: Rationalisation of exam scheduling along with safer methods to transfer and print question papers can result in a shorter examination schedule for the CBSE-conducted Class X and XII exams, a committee set up after this year's paper leaks has recommended.

Bunching of subjects that are allied or thematically similar and advancing exams for less-opted subjects could make the exam process less tedious for students and more secure from the point of view of the board, the panel has said.

The panel also suggests removal of subjects technologically or otherwise out of date, which will help shorten the exam period.

Sealing of question papers - date-wise and subject-wise - in marked metal boxes, transmitting encrypted question papers electronically to exam centres for printing and a different schedule for tests in less common subjects are some other key recommendations.

In a more innovative suggestion, it has said paper setters should not prepare question papers but contribute questions to a bank. The seven-member panel, under the chairmanship of Vinay Sheel Oberoi, ex-MHRD secretary (higher education), while mooting use of technology and "decentralised centre-based printing" of QPs, said CBSE may switch over to this technology completely by 2020 after adequate testing.
