TROY –  The Troy Waterfront Farmers’ Market wants to claim a place upfront in planning for building at 1 Monument Square when the city asks companies to bid on developing the vacant former City Hall site.

This would be the second attempt to get farmers’ market in a prime downtown spot with a year-round indoor location by including it in a project at 1 Monument Square.

“We want to have a permanent location here in 1 Monument Square. We believe this is the space to be,” the market's manager, Liz Comitale, said Tuesday.

The first move to build a home for the popular farmers’ market came in 2014 when Kirchhoff Companies of Pleasant Valley, Dutchess County, had plans to create $25 million mixed-use development at 1 Monument Square.

The developer proposed 17,500 square feet to house the market giving it a daily and year-round presence at the 1.2-acre site, which is between River Street and the Hudson River at the southern end of Riverfront Park where City Hall stood until it was knocked down in 2011 to prepare the site for new construction.

Those plans fell apart when Kirchhoff pulled out of the project, claiming the city had mislead it about  site's conditions. It was the third failed attempt to redevelop the location.

The fourth proposal had no room for the farmers' market.  Bow Tie Cinemas wanted to invest $22.7 million to construct a multiplex of 11 movie theaters. The company left the project also saying the city did not provide correct data about the site. Bow Tie sued the city to recover $186,065 it invested and the $60,000 payment it made to the city in the first phase of acquiring the property.

Now, the Waterfront Farmers’ Market is jumping into the city’s preparations for a fifth attempt. The city will hold meetings next week to solicit public comments and recommendations about what should be built and how it will look, tie into the park and provide access to the riverfront.

The design planning session, known as a charrette, will take place on three nights at the Arts Center of the Capital Region, 265 River St., which is a block north of the vacant 1 Monument Square site.

On Monday, June 18, a short documentary will be show and discussed from 4:30-6 p.m. Monday, June 18 followed by a community workshop from 6-8 p.m.

The film, “Urban Century: America’s Return to Main Street,” by Notice Pictures depicts what residents in cities similar to Troy are doing to create vibrant downtowns.  It is being shown as a way to get people attending to complete the conversation starter, “I wish 1 Monument Square could be…”

The next meeting will be an open house to discuss design ideas from 5-8 p.m. Wednesday, June 20.

The final night will be a community design reviews from 6 -8 p.m. Thursday, June 21.
